Rules for Rooftop Solar Power Plants Are Unfair

Utilization of Rooftop Solar Power Plants (PLTS) continues to be encouraged by the government. In order to speed up its utilization, the government will revise the Ministerial Regulation (Permen) of ESDM Number 49 of 2018 in conjunction with No. 13/2019 in conjunction with No.16/2019 concerning the Use of the Rooftop PLTS System by PT PLN (Persero) Consumers.

One of the points revised in this ESDM Ministerial Regulation is the provision for electricity exports to PT PLN (Persero), from the initial limit of 65%, revised to 100%.

 

Member of Commission VII DPR RI Mulyanto also spoke about this plan. He said that the revision of the PLTS Rooftop rules has the potential to cause injustice because the majority who enjoy it are rich people.

 

"Because 99% of those who will enjoy it are the industrial, business and luxury housing sectors in big cities. Because poor people's homes don't use solar power," he told CNBC Indonesia, quoted Thursday (23/09/2021).

 

He said that now there are many luxury housing developers who use PLTS Roof facilities as their selling material.

 

"Developers entice their prospective customers to get relief from the government for using Rooftop Solar Power Plants," he continued.

 

Mulyanto emphasized that from an economic point of view, this is unfair because the government prioritizes people who can afford it. Meanwhile, the reverse condition occurs in remote areas where even the people do not enjoy electricity.

 

"Meanwhile in other remote areas there are still people who have not been able to enjoy electricity," he regrets.

 

Furthermore, Mulyanto advised the government to be careful in making regulations. Don't let it become a new burden for PLN.

 

"Right now (PLN) is in debt of Rp 500 trillion, and it hurts the sense of justice in society in the midst of this pandemic," he said.
