Finance Minister Sri Mulyani Indrawati revealed that so far the management of financial governance in the regions has not been accountable and efficient. In fact, transparency has been the focus of the public since 2004.

Sri Mulyani revealed that Transfers to Regions and Village Funds (TKDD) from the central government to regions were very important in achieving state goals.

TKDD originating from the central government aims to reduce disparities from one region to another. However, in fact the implementation of regional finance is still not optimal.

"We have observed that since 2004-2021, regional governance has not been optimal. Even the issue of transparency and integrity has become a public concern," Sri Mulyani explained in a meeting with Commission XI, Monday (13/9/2021).

"From 2004-2021, there were 127 regional heads convicted of corruption cases," Sri Mulyani continued.

The BRIN 2021 survey also revealed that collaboration between regions and in creating attractiveness, investment, and competitiveness, local government efforts are still limited.

"60% of local governments have a medium and low competitiveness index, based on the 2021 BRIN survey," Sri Mulyani explained.

Therefore, the regional capacity is not yet optimal, causing the achievement of the state to be difficult to achieve, especially in creating quality human resources (HR).

This is because the implementation of education has been delegated to local governments.

"An example of the implementation of PAUD that has been decentralized to the regions, so that if the regions cannot implement them properly, it will be felt at a higher level, and ultimately have an impact on human resources today and in the future," explained Sri Mulyani.
