Areas that are in PPKM levels one to three must obtain permission from the local government to carry out face-to-face learning. Quoted from Kemendikbud.go.id, of the 540 thousand schools in Indonesia, 91 percent of them can carry out limited face-to-face learning. The Director General of Early Childhood Education, Basic Education, and Secondary Education, Jumeri said that there were 490,217 who were allowed to carry out limited face-to-face learning.

On the other hand, as many as 151 students were positive for Covid-19 when an antigen rapid test was carried out at SMPN 4 Mrebet, Purbalingga. The Regent of Purbalingga, Dyah Hayuning Pratiwi temporarily suspended the limited face-to-face learning activities based on the findings and promised to thoroughly evaluate the limited face-to-face learning activities.

Commissioner of the Child Protection Commission, Retno Listyarti, at a limited online coordination meeting on Monday, August 30, 2021, said that limited face-to-face learning activities can be carried out if 70 percent of school residents have received vaccinations. According to Retno, this is in accordance with the provisions set by WHO.

Meanwhile, WHO representative for Indonesia Dr Paranietharan urged Indonesia to immediately open and continue face-to-face learning throughout Indonesia. WHO and UNICEF recommend this after 18 months of schools in Indonesia conducting distance learning (PJJ).

According to WHO and UNICEF, although the government has succeeded in supporting PJJ, there are still many children who experience problems in their education. In a survey conducted in the last quarter of 2020 in 34 provinces, it was found that 57.3 percent of access to a good Internet was the main problem, around a quarter percent of parents did not have enough time to accompany their children to study. Limited implementation of face-to-face learning in Aceh Province took first place with 81 percent.

Limited face-to-face learning has indeed been implemented in several areas with provisions. “For school children it is more than a classroom. Schools provide learning, friendship, security and a healthy environment,” said UNICEF representative for Indonesia Debora Comini quoted from unicef.org
